Commercial Officer – Contract – £227 per day – Home Working

Minimum Requirement: the commercial function sits within finance directorate and is part of the national finance systems team Supporting the Senior Commercial Manager, the Commercial Manager will be responsible for developing, leading and implementing commercial strategies.
This will be a key role in working with other senior managers across HEE to award contracts that meet key deliverables such as value for money and quality service outcomes for HEE across a wide range of spend categories,
Additional duties include:
• Ensuring that appropriate contracts are put in place that meet HEE business needs and that relevant stakeholders are informed and involved in on-going supplier management.
• Identifying the commercial strategy and a rolling programme of areas to be addressed within the relevant category of spend.
• Engaging with HEE business colleagues in the detailed contractual issues including development and implementation of category and procurement strategies.
• Delivering the category strategy including planning and sourcing activities which generate benefits and achieve financial savings targets through insight and analysis of category and sub-category areas.
• Drafting detailed reports to ensure the results of spend analysis are used to inform category and procurement strategies.

• Managing and develop supplier relationships for the procurement category and sub-categories, using leading practice procurement tools to deliver cost reductions and improvements in service quality.
• Structuring procurement processes that are fit for purpose and comply with the EU Procurement Regulations, HEE SFI’s and other controls and governance requirements, including the Government Commercial Operating Standards.

Experience and Knowledge
• In-depth specialist knowledge and experience of a wide range of commercial specialisms such as procurement, category management and supplier relationship management. 
• Comprehensive knowledge of public sector procurement including an expert knowledge and understanding of any current legislation and regulations relating to and UK or EU procurement policy and legislation. 
• Excellent knowledge of leading procurement practice, commercial principles, processes and practices including robust and thorough third party spend management.
• Demonstrated experience of leading procurement programmes in highly complex and challenging environments. 
• Experience of developing and implementing procurement policy and programmes to support the organisations procurement objectives and business plans.
• Experience of managing and coordinating complex commercial programmes of work, including managing a wide range of stakeholders. 
• .
• Knowledge and experience of procurement performance metrics, how they are collected and reported to senior managers
• Knowledge of the structure and organisation of the health and social care commercial sector.

Qualifications and Training

• Educated to postgraduate / masters level or have equivalent experience of working at a senior level in procurement.
• Extensive knowledge and experience of commercial processes. 
• Evidence of continuous professional development.
• Member of or working towards full membership of the Chartered Institute of Procurement and Supply (MCIPS).
